In 2023, Canada’s Express Entry application system underwent significant changes, building on patterns established in 2022 after an 18-month pause. In this article, you will read more about 2023 Express Entry highlights. Express Entry draws occurred every two weeks, with over 21,000 candidates invited in March 2023, marking the second-highest monthly total ever. Notably, new categories were introduced in May to issue Invitations to Apply (ITAs) based on specific attributes rather than a high Comprehensive Ranking System (CRS) score. These categories aimed at promoting French, strengthening the labor force, and boosting the economy.

The six new categories include Healthcare, STEM professions, Trades, Transport, Agriculture, and Agri-food, along with Strong French proficiency. The first category-based draw on June 28 invited 500 healthcare professionals, and subsequently, more than 16,000 candidates were invited through this approach. Among the 42 draws in 2023, 19 were all-program, 5 were Provincial Nominee Program (PNP)-only, 17 were category-based, and one was Federal Skilled Workers-only.
CRS scores varied, with most candidates scoring between 451-500 and 11,640 between 501-600. Some reached scores of 900-1,200, likely due to Provincial Nominee Program nominations. Notable all-program draw CRS scores ranged from 481 to 561. Category-based draws had diverse scores, with the lowest at 354 for agriculture and agri-food and the highest at 486 for STEM occupations and French-language proficiency.
In terms of draw frequency, Express Entry draws were regular until the introduction of category-based draws, making predictions more challenging. A notable pause occurred between October 26 and December 6. Looking ahead to 2024, the Immigration Levels Plan aims to admit 110,000 new permanent residents through Express Entry, with the possibility of the minister adjusting category-based selection based on annual evaluations and stakeholder feedback.
In summary, 2023 witnessed dynamic changes in Canada’s Express Entry, with a shift to category-based draws, varied CRS scores, and the anticipation of continued adjustments in 2024 based on evaluation outcomes and stakeholder input.
