Canada’s Immigration Minister, Marc Miller, unveiled initiatives to enhance the International Student Program. Starting from December 1, 2023, educational institutions will be required to validate each applicant’s acceptance directly with Immigration, Refugees, and Citizenship Canada (IRCC). This measure aims to prevent fraudulent acceptance letters and ensure that study permits are issued based on legitimate acceptance offers. As of the fall semester in 2024, a framework for identifying “accredited institutions” will be put into effect, granting priority processing for study permits to institutions that excel in providing services to international students. Furthermore, IRCC will revamp the Post-Graduation Work Permit Program to better align with Canada’s labor market requirements and immigration objectives.

International Student Program
According to IRCC, International education contributes more than $22 billion to Canada’s economy annually, surpassing the economic impact of Canada’s exports in auto parts, lumber, or aircraft, and it also supports over 200,000 jobs in the country. The temporary decline in international student numbers in 2020 resulted in a $7 billion loss for Canada’s gross domestic product that year.
In June, an IRCC taskforce was established to collaborate with the Canada Border Services Agency (CBSA) in investigating fraudulent admission letters. The aim was to protect legitimate students from being removed from Canada.
By October 12, 2023, the taskforce had reviewed 103 cases, determining that 63 of them involved genuine students while 40 did not.
The Genuine Students Impacted by Fraud Taskforce is aware of additional cases that are pending review, as these individuals are still awaiting decisions from the Immigration and Refugee Board. If exclusion orders are issued in these cases, they may be subject to future review by the taskforce.
On June 23, 2023, CBSA announced that charges had been filed against Brijesh Mishra for immigration-related offenses. Mr. Mishra was identified by victims as one of the central figures involved in defrauding students. IRCC will continue to collaborate with CBSA to identify and take action against unscrupulous individuals who exploit genuine students.
