Furthermore, the plan also seeks to raise the percentage of French-speaking permanent residents outside Quebec to 8% by 2026. The Immigration Levels Plan for 2024-2026 will concentrate on addressing labor shortages in fields such as healthcare, STEM, skilled trades, transportation, and agriculture. It will support a sustainable, technologically driven economy while providing assistance to those in need and ensuring that newcomers receive essential services like housing and healthcare.

Immigration Levels Plan Prospects
Canada has released its Immigration Levels Plan for 2024-2026, maintaining the same immigration targets as in the previous plan. In 2024, Canada aims to admit 485,000 new immigrants, with an increase to 500,000 in both 2025 and 2026. The plan allocates immigration quotas across various categories, with the economic class representing 58% in 2024, rising to 60% in 2026. The family class is set at 24% of all admissions, and humanitarian admissions will account for 19% in 2024, decreasing to 16% by 2026. The Express Entry target for 2024 is 110,700, increasing to 117,500 in 2025 and 2026. The Provincial Nominee Program (PNP) target will grow from 110,000 in 2024 to 120,000 in 2025 and 2026.
Canada’s government intends to maintain these targets to support economic growth while addressing infrastructure and housing pressures. Additionally, it aims to stabilize permanent resident levels at 500,000 starting in 2026 for successful integration. The plan follows a recent announcement of a new strategy to enhance the immigration system, focusing on creating a more welcoming experience for newcomers, aligning immigration with labor market needs, and developing a comprehensive growth plan. These measures come in response to the need for skilled labor, as newcomers have been responsible for 98% of Canada’s population growth, addressing a shortage of labor and an aging workforce. Quebec, with its unique status, has also unveiled its immigration plan, aiming to welcome 50,000 new immigrants in both 2024 and 2025.
