Ontario Immigration Program for Workers and International Students

The OINP (Ontario Immigrant Nominee Program) Employer Job Offer is a provincial immigration program in Ontario, Canada. It allows Ontario employers to hire foreign workers for jobs they have been unable to fill with a citizen or permanent resident (PR). To be eligible for the program, employers must first obtain a certificate from the OINP stating that they have been unable to fill the position with a Canadian citizen or PR. The foreign worker must then apply to the OINP with a job offer from the employer. If approved, they will be nominated for permanent residency in Canada. Job Eligibility

To be eligible for the program, the job must be classified as TEER category 0, 1 or 2.

TEER category 0 jobs are management jobs that typically require a university degree or several years of experience.

Category 1 jobs are professional jobs that typically need a university degree.

Category 2 jobs are technical jobs and skilled trades that typically require a college diploma or apprenticeship training.

In addition to being classified as an acceptable TEER category, the position must also meet the following requirements:

• It must be full-time and permanent (at least one year).
• It must be in the same occupation as the foreign worker’s previous work experience.
• The wage has to be in line with the wage offered to Canadians working in the same jobs and location.
• The employer must show that they have made efforts to recruit Canadians or permanent residents for the position and have been unable to find a suitable candidate.

Worker Eligibility and Application Process

To be eligible for the OINP Employer Job Offer program, the foreign worker must:

• Have a valid job offer from an Ontario employer in the acceptable TEER categories
• Meet the requirements for the occupation (e.g. have the necessary education, training, and work experience)
• Have the necessary authorization to work in Canada (e.g. a work permit)
• Demonstrate the ability to speak, read, and write English or French at a level that is sufficient for the job
• Meet the minimum income requirements to support themselves and any dependents while in Ontario

The application process for the OINP Employer Job Offer program involves the following steps:

• The employer obtains a certificate from the OINP stating that they have been unable to fill the position with a Canadian citizen or PR.
• The foreign worker applies to the OINP with the required documents. Including the job offer from the employer, evidence of their work experience and education, and proof of their language ability.
• If the application is approved, the foreign worker will be nominated for permanent residence in Canada.
• The foreign worker can then apply for PR through Immigration, Refugees and Citizenship Canada (IRCC).

Different Streams

1. Employer Job Offer – Foreign Worker Stream:
   This stream is for international workers with a valid job offer from an Ontario employer in the mentioned TEER categories. To be eligible, the foreign worker must meet the requirements for the occupation (e.g. have the necessary education, training, and work experience), have the necessary authorization to work in Canada (e.g. a work permit), demonstrate the ability to speak, read, and write English or French at a level that is sufficient for the job, and meet the minimum income requirements to support themselves and any dependents while in Ontario.
2. Employer Job Offer – In-Demand Skills Stream:
   This stream is for workers who have a valid job offer from an employer in Ontario in a high-demand occupation. The in-demand occupations are identified by the OINP and are typically in the trades or other technical occupations. To be eligible, the foreign worker must have a valid job offer in an in-demand occupation, have the necessary authorization to work in Canada (e.g. a work permit), have the skills and work experience required for the job, and meet the minimum income requirements to support themselves and any dependents while in Ontario.
3. International Student Stream:
   This stream is for international students who have graduated from a Canadian college or university and have a job offer from an Ontario employer in a skilled occupation. The international student must have completed a full-time program of study. They must have a valid job offer from an employer in a TEER category 0, 1 or 2 occupations, have the necessary authorization to work in Canada (e.g. a post-graduation work permit), and meet the minimum income requirements to support themselves and any dependents while in Ontario.
