Job Eligibility

Category 2 jobs are technical jobs and skilled trades that typically require a college diploma or apprenticeship training.
In addition to being classified as an acceptable TEER category, the position must also meet the following requirements:
- It must be full-time and permanent (at least one year).
- It must be in the same occupation as the foreign worker’s previous work experience.
- The wage has to be in line with the wage offered to Canadians working in the same jobs and location.
- The employer must show that they have made efforts to recruit Canadians or permanent residents for the position and have been unable to find a suitable candidate.
Worker Eligibility and Application Process
To be eligible for the OINP Employer Job Offer program, the foreign worker must:
- Have a valid job offer from an Ontario employer in the acceptable TEER categories
- Meet the requirements for the occupation (e.g. have the necessary education, training, and work experience)
- Have the necessary authorization to work in Canada (e.g. a work permit)
- Demonstrate the ability to speak, read, and write English or French at a level that is sufficient for the job

The application process for the OINP Employer Job Offer program involves the following steps:

This stream is for workers who have a valid job offer from an employer in Ontario in a high-demand occupation. The in-demand occupations are identified by the OINP and are typically in the trades or other technical occupations. To be eligible, the foreign worker must have a valid job offer in an in-demand occupation, have the necessary authorization to work in Canada (e.g. a work permit), have the skills and work experience required for the job, and meet the minimum income requirements to support themselves and any dependents while in Ontario. - International Student Stream:
This stream is for international students who have graduated from a Canadian college or university and have a job offer from an Ontario employer in a skilled occupation. The international student must have completed a full-time program of study. They must have a valid job offer from an employer in a TEER category 0, 1 or 2 occupations, have the necessary authorization to work in Canada (e.g. a post-graduation work permit), and meet the minimum income requirements to support themselves and any dependents while in Ontario.
