Can Ukrainians Apply for Permanent Residency in Canada?

Yes. There is a new pathway to facilitate the permanent residency pathway for Ukrainian nationals residing in Canada. The Immigration, Refugees and Citizenship Canada (IRCC) made an announcement regarding a new opportunity for Ukrainians to facilitate the unity of families. This initiative aims to grant permanent residency to Ukrainian citizens who have sought refuge in Canada due to Russia’s invasion and currently hold temporary resident status. Eligibility for this pathway is extended to individuals with one or more family members in Canada, including spouses, common-law partners, parents, grandparents, siblings, and children or grandchildren of Canadian citizens or permanent residents.

Ukrainian nationals who possess a visa under the Canada-Ukraine Authorization for Emergency Travel (CUAET) will have until March 31, 2024, to travel to Canada under the temporary special measures. Once in Canada, temporary residents will have the opportunity to apply for an extended stay of up to three years through study permits and open work permits, with a priority given to their applications.

How to Apply for the New Pathway?

Starting from October 23, 2023, the new pathway will be accessible to Ukrainian individuals residing in Canada under temporary resident status, if they have at least one family member already residing in Canada. The Immigration, Refugees and Citizenship Canada (IRCC) has announced that additional information regarding the program will be made available closer to its launch in October.

Ukrainians who hold a CUAET visa have the opportunity to travel to Canada until March 31, 2024, benefiting from the temporary special measures. Even after the closure of overseas applications under CUAET on July 15, 2023, Ukrainians and their family members can still apply for a temporary resident visa through existing immigration procedures to come to Canada.

Once they arrive in Canada, temporary residents will have the option to apply for an extended stay of up to three years by obtaining study permits or open work permits. These applications will receive priority processing. Additionally, they will have access to various settlement services, including language training and employment assistance, to support their integration and success in communities throughout the country.
