The Canadian government introduced two modifications to the Agri-Food Pilot (AFP) with the aim of creating additional chances for workers and their families to seek permanent residency. Firstly, family members of all AFP participants are now eligible to request open work permits. Secondly, Canada commenced the acceptance of union reference letters in lieu of employer reference letters to verify an applicant’s employment background. The AFP, initially launched as a three-year experimental initiative in 2020, has been extended until May 14, 2025. To meet the criteria for permanent residency, applicants are required to possess Canadian work experience within qualifying industries and occupations, a full-time, non-seasonal job proposition from a Canadian employer in a suitable sector and occupation (excluding Quebec), meet language and educational requirements, and demonstrate settlement funds if applicable.
What is Agri-Food Pilot?
Canada’s Agriculture and Agri-Food sector plays a crucial role in the Canadian economy. In the year 2022, according to Agriculture and Agri-Food Canada, the entirety of the sector employed 2.3 million individuals, accounting for 1 in every 9 jobs in Canada. Also, this sector contributed to the generation of $143.8 billion, roughly equivalent to 7.0% of Canada’s gross domestic product (GDP).
The Agri-Food Pilot was established to fulfill the workforce requirements of the Canadian agri-food industry. In addition, it offers qualified temporary foreign workers in this industry an avenue to obtain Canadian permanent residence.
What are the eligible occupations?
To be eligible for permanent residency through the Agri-Food Pilot, you must possess qualifying Canadian work experience in one or more of the eligible industries and occupations. Also, the applicant must have a job offer for full-time, non-seasonal work in Canada (outside of Quebec). Canada will process a maximum limit of 2,750 applications each year. Eligible occupations under this pilot are as follows:
- NOC 63201 – Butchers – retail and wholesale
- NOC 65202 – Meat cutters and fishmongers – retail and wholesale
- NOC 94141 – Industrial butchers and meat cutters, poultry preparers and related workers
- NOC 82030 – Agricultural service contractors and farm supervisors
- NOC 84120 – Specialized livestock workers and farm machinery operators
- NOC 85100 – Livestock labourers
- NOC 95106 – Labourers in food and beverage processing
- NOC 85101 – Harvesting labourers
