Atlantic Immigration Program

Atlantic Immigration program is a fast-track immigration program to allow employers in Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island to hire foreign people for jobs they haven’t fit with local talent. This program helps to skill gaps at every province’s needs by supporting foreign nationals for permanent residency.

Atlantic Immigration Program

This program focuses on skilled workers or international students who want to immigrate and live in Atlantic Canada after graduating. It was launched to fill the needs of local employers, and now it is a permanent immigration program.

How to apply and requirements

To obtain this work permit, candidates will need:

Job offer
Letter from the province
Language test
Educational Credentials Report ( if you studied outside Canada)
Proof of funds
Application guide of each program (documents and forms)
Settlement plan

Requirements of education, work experience and job offer depend on each province or whether the applicant is a skilled worker or an international student.

There are three programs you can apply to

Job Offer: From a Designated Employer, non-seasonal, for at least 12 months and with NOC A, B o 0.

Education in Atlantic Canada: Post-secondary diploma of at least two years in one of the Atlantic Provinces or full-time student in Canada for a minimum of two years. Lived in any Atlantic Province for at least 16 months and have a legal temporary resident status.

Language Ability: Minimum CLB4 in English or French.

Proof of funds: Must show you have enough money to support you and your family after landing in Canada, unless you are working in Canada under a valid work permit.

Provincial Endorsement: An Atlantic province must endorse you to apply. This letter and the application for PR should be submitted to IRCC.

Job Offer: From a Designated Employer, non-seasonal, for at least 12 months and with NOC A, B, C o 0.

Confirmation of the settlement plan

Work Experience: For at least one year within the last three years. This work experience must be in one occupation (work with different employers is allowed), paid work (volunteer work, unpaid internships do not count), and in a NOC C level occupation.

Education:  Canadian secondary or post-secondary certificate or a completed foreign educational credential

Language Ability: Minimum CLB 4 in English or French.

Proof of funds: Must show that you have enough money to support you and your family after landing in Canada unless you are working in Canada under a valid work permit.

Provincial Endorsement: An Atlantic province must endorse you to apply.

Job Offer: From a Designated Employer, non-seasonal, for at least 12 months and with NOC A, B o 0.

Work Experience: For at least one year within the last three years. The work experience must be paid work (volunteer work, unpaid internships do not count) and at a managerial position.

Employers requirements

If an employer wants to hire skilled foreign workers under the Atlantic Immigration Program, the first step is receiving an Employer Designation. To do it, employers must meet some requirements and commit to supporting newcomers and their families settling in Canada. This program doesn’t  require a Labour Market Impact Assessment ( LMIA) .

Once the employer finds the candidate, he must send the job offer and connect the candidate with a designated settlement service provider organization to create the settlement plan.

Employer Designation

Employer Designation and settlement service providers are different for each Atlantic province. Employers with locations in multiple regions will require a separate designation for each.

There are some similar documents required for all cases:

Job offer.
Settlement plan for each adult family member.
Endorsement application.

When the Province approves the application, they send the candidate an endorsement letter that must be included in the application.

How can employers apply?

Potential applicants must determine which of the categories they belong to:

• Skilled Worker

• Express Entry Skilled Worker

• International Graduate

Then the applicant needs to download and complete all required provincial and federal forms for their category.
Scan the required supporting documentation (Birth Certificates, Diplomas, Passports etc).
Upload all forms and documentation to the Office of Immigration and Multiculturalism. Below is a brief overview of the categories.

About the designation

To make a job offer and hire a foreign candidate, the employer must first become designated by Nova Scotia.

Apply to become designated in Nova Scotia

In Nova Scotia, there is no cost to become a designated employer. Even though each Province has its requirements, provinces are in charge of designating employers.

To obtain a nomination:

  • Employers only need to apply once to be designated. It is not necessary to apply for each candidate.
  • Employers can be designated even before you find a candidate.
  • The designation must be in the Province where the candidate will be working.
  • You can’t hire a candidate under the Atlantic Immigration Program if the candidate won’t be working in an Atlantic province.

After approval, employers will receive a Confirmation of Designation from Nova scotia.

To have an endorsed position, an employer must:

  • Prove that efforts to hire local talent have been unsuccessful
  • Recruit an international worker
  • Have a valid job offer
  • Provide a customized settlement plan co-signed by the foreign worker
  • Complete required onboarding training and. Also, intercultural training if required.

 

 

Candidate requirements- Atlantic Immigration program Nova Scotia

Candidates must include specific documents with their permanent residence application. Therefore, it is better to have these documents ready before making the job offer. Those documents are:

  • Language test results to prove your skills in English or French: The requirements are based on the skill level of your job offer.

-CLB/NCLC 5 for a job offer in skill level NOC 0, A and B

  • It will depend on your job offer in Nova Scotia. For example:
  • If you have a job offer at a skill type NOC 0 or A, you must have a Canadian one-year post-secondary educational credential or higher, or the equivalent outside Canada.
  • If you have a job offer at the NOC B or C skill level, you must have a Canadian high school diploma or the equivalent outside Canada.

To participate in the Atlantic Immigration Program, the employer must first become designated by New Brunswick.

After that, the employer will be allowed to hire foreign candidates for their business.

To obtain the designation, an employer in New Brunswick must:

  • be in a good situation and satisfy employment standards
  • have been in continuous operation under the same management for at least 2 years in one Atlantic province. OR show continuous operation in another province.
  • Work with a settlement service provider organization to help candidates with settlement services.
  • Take the free intercultural competency training. For this particular step, a New Brunswick workforce attraction officer will inform you if you need to take the training during the intake conversation.

Then, after receiving the designation from New Brunswick, an employer needs:

  • Demonstrate that the efforts to hire permanent residents and Canadian citizens have been unsuccessful
  • Recruit an international worker
  • Provide a valid, full-time, non-seasonal job offer co-signed by the international worker
  • Deliver an individualized settlement plan through one of New Brunswick’s settlement service providers
  • Complete required onboarding training
  • Concluded intercultural competency training. Unless New Brunswick gives an exemption.

Then, to apply for permanent residency, a foreign worker must:

  • Hold a proper endorsement certificate issued by New Brunswick.
  • Foreign workers who need a work permit must have a referral letter issued by New Brunswick.
  • Employers in New Brunswick supporting a work permit application must register in the federal employer portal, submit the job offer and pay a fee.
